J2 announces that Bruce Barnett, PE, has joined the firm as Managing Director of Transportation. Working for large- and mid-sized engineering firms for more than 35 years, Barnett brings extensive experience leading major highway infrastructure projects including several of the Virginia Department of Transportation’s (VDOT) largest projects. As design manager for the $3.7 billion Transform 66 initiative, Barnett led the 22.5-mile project for nearly a decade, from initial concept design to recent completion in 2024.
“Bruce’s experience and relationships are impressive — he’s worked on two of the largest recent projects for VDOT; Transform 66 and the $2 billion I-495 Express Lanes,” said J2 cofounder and principal Jim Bishoff, PE. “Bruce will partner with me in supporting J2’s transportation leadership to build on the existing successes of the firm focusing on project management, operations, and future expansion.”
Barnett’s work on major transportation projects in the region as well as extensive experience leading growth and expansion efforts for engineering firms, has him looking forward to what he can bring to the firm.

Barnett, a proud alumnus of West Virginia University Institute of Technology, earned his Bachelor of Science in Civil Engineering with a focus on Construction Management. As a professional engineer in Virginia, his work on high-profile, transportation infrastructure projects in the state, as well as in West Virginia, Maryland, and Washington DC, has made a definitive impact on the world around him while keeping people and goods moving in the most efficient ways.
