J2 Expands Public Sector Work in Stafford County with Two Task Order Contract Wins

J2 to provide general engineering services to the Stafford County Department of Utilities and professional surveying services to various County departments.



Stafford County Department of Utilities has selected J2 Engineers (J2) for a five-year term Utility Engineering Services contract to provide general engineering services for various capital construction projects.


J2 will support the County with surveying, plat development, mapping, preparation of utility as-builts, property acquisition, land development and site plans, land planning and zoning services, site layouts, structural engineering, traffic studies and planning, stormwater management, cultural resources and historical/architectural studies, and environmental studies, permitting, and assessments. The J2 Project Team includes partners Downey & Scott, ERM & Associates, Gorove Slade, Kennedy Structural Engineers, and Wetland Studies and Solutions.


The Stafford County Public Works/Utilities Department operates two water treatment plants, two wastewater treatment plants, three dams and reservoirs, thirteen water storage tanks, a water distribution system, and a sanitary sewer collection system with associated pumping stations.


“We have worked on several private development engineering and infrastructure projects throughout the County for over a decade,” says J2 Contract Manager Bob Brown, PE. “As contributors to the Stafford community, I’m thrilled to expand J2’s County presence into the municipal market with this opportunity to directly support their critical water infrastructure system.”

J2 is also pleased to announce the firm will support the County with on-call professional surveying services under its Term Architectural and Engineering contract for park and recreational, library, courthouse, public safety, and emergency management facilities.

J2 will assist the County with a full range of survey services, which may include field surveys, historical title research, boundary surveys, plats, base mapping, aerial mapping coordination, bathymetric, and construction stakeout for renovation, expansion, and new construction projects. Partners Frazier Consultants, McKenzieSnyder, Mid-Atlantic Utility Locating, and TNT Environmental will support the J2 Project Team.

I’ve had the privilege of working closely with our land surveyors who pride themselves in timely, accurate, and reliable survey work,” explains Jim Bishoff, PE, J2 Contract Manager. “Our local survey team has the relationships with County staff and knowledge of County processes to help lighten their load and move projects forward.”

J2 is one of the multiple firms to be selected under these task order contracts, which will be for one year with four one-year renewal options.
