100% ATTAINABLE HOUSING TO SUPPORT COMMUNITY NEEDS
Atlantic Boulevard Apartments is a new 80-unit residential development delivering 100% attainable housing in Loudoun County. The community addresses critical workforce housing needs while creating a walkable, connected neighborhood near major employment centers, retail corridors, and recreational amenities. J2 provided civil engineering and infrastructure design support on the project, helping guide this fast-tracked project from zoning to construction start in just 18 months through close collaboration with VDOT, Loudoun County, funding partners, and the development team.
THE CHALLENGE
Integrating affordable housing into an established neighborhood required careful planning to balance technical requirements with community needs. The project needed to secure rezoning to accommodate 80 multifamily units, upgrade stormwater facilities to meet enhanced water quality and quantity standards, extend utilities across public easements, and create ADA-accessible pedestrian connections. At the same time, the team aimed to fast-track approvals, moving from zoning to construction in just 18 months.
THE SOLUTION
J2 delivered civil engineering solutions that addressed the project’s technical and community challenges. The team supported the rezoning effort to R‑24 Multifamily Residential, replacing the existing VDOT dry detention basin with an underground stormwater storage facility capable of handling combined private and public runoff. J2 coordinated the extension of sanitary sewer across Atlantic Boulevard within Loudoun County Sanitation Authority easements and designed ADA-accessible pathways linking residents to Warp Drive, nearby trails, and the surrounding neighborhood. Through strong collaboration with VDOT, Loudoun County, funding partners, and the developer, J2 helped streamline approvals and enable construction to begin within an accelerated schedule.
