FAST-TRACKED PLANNING TO KEEP A PROJECT ON SCHEDULE
J2 provided engineering and conceptual site planning, stormwater analysis and water distribution models, regulatory reviews, landscape architecture plans with attention to tree conservation, and construction stakeout surveying for this new 90,000 SF training center that houses two National Hockey League (NHL)-sized rinks for recreational and professional skaters and hockey players and stadium seating for 3,500. The project required a full site plan, with site access, bus/fire circulation studies, utilities, drainage, landscaping, and lights.

THE SOLUTION
J2 worked closely with both the county and town to develop a coordinated plan review schedule suitable to both jurisdictions. This required preparing and processing two separate and distinct site plan applications that were reviewed concurrently and that had to meet strict timelines necessary to achieve the project’s plan approval objectives. The plan was approved by both the Town of Leesburg and Loudoun County Building & Development in less than 7 months from notice to proceed.
THE CHALLENGE
The Town of Leesburg corporate line and Loudoun County line bisected through the middle of the parcel requiring the project to be designed and processed through the Town of Leesburg and Loudoun County.
