ANALYSIS TO SUPPORT FUTURE GROWTH FOR A SCHOOL DISTRICT
J2 provided surveying, engineering, and planning services for a feasibility study to determine whether a property had sufficient developable area to support three new Loudoun County Public Schools (LCPS). Planning included assessment of site access points; review of County zoning requirements to determine the feasibility of development under the existing zoning district; assisting LCPS and the project architect in reviewing site grading considerations; obtaining base survey information and wetlands and providing preliminary sizing of stormwater management facilities. Planning work included submitting the appropriate zoning entitlement to the county for review and approval.
THE CHALLENGE
Multiple challenges included topographic conditions on the property necessitating use of a creative layout for large buildings, parking, and athletic facilities in relatable and walkable fashion to each other; zoning district regulations with a maximum 35’ building height; limited site access to portions of the property; and natural resources including a floodplain, streams, and wetlands.
The Solution
THE SOLUTION
J2 carefully studied site circulation to determine areas of cut and fill. Building designs met height definition in the zoning ordinance, which permits buildings to comply with height requirements only at the building fronts. Concept plans avoided floodplains and wetlands to minimize impacts to these areas and ensure ease of permitting.
