EXPANDING CONNECTIVITY ACROSS COUNTY FACILITIES
J2 provided surveying and civil engineering design services to support the Stafford County Department of Utilities in the installation of new fiber lines serving seven County-owned facilities. Issued as concurrent task orders, the projects required careful coordination to meet funding-driven schedules while minimizing impacts to adjacent properties and environmentally sensitive areas.
THE CHALLENGE
All seven fiber line assignments were issued simultaneously, with Fire & Rescue facilities prioritized and ARPA funding deadlines driving the schedule. The corridors extended up to 10-12 miles, requiring accurate boundary verification, right-of-way research, environmental screening, and alignment development – all while managing overlapping task orders and maintaining delivery timelines.


The Solution
THE SOLUTION
J2 mobilized survey and engineering teams quickly, combining field-verified boundary surveys with fixed-wing aerial photogrammetry to efficiently map long utility corridors. The team developed fiber alignments primarily within existing public rights-of-way to reduce easement impacts and streamline permitting. J2 coordinated closely with Stafford County Utilities to establish conceptual alignments early in the process before advancing final design. Three engineering teams worked in parallel, supported by regular internal coordination meetings to align staffing and priorities and ensure on-time delivery.
