A NEW COMMUNITY FOCUSED ON HOUSING DIVERSITY, RECREATIONAL AMENITIES, AND CONNECTIVITY
The proposed Village at Clear Springs development in Leesburg, Virginia aims to create a sustainable and pedestrian-oriented community spanning 246 acres.
The project proposes 1,077 homes, featuring a mix of affordable, market-rate, and age-restricted units. These homes will be thoughtfully planned around a central core of natural wetlands, forests, and meadows. The Village at Clear Springs will also incorporate a world-class 19-acre indoor/outdoor tennis and pickleball complex. This facility will be owned and operated by the United States Tennis Association (USTA), which plans to relocate its mid-Atlantic headquarters to the site. This exceptional sports amenity will further enhance the appeal of the community. J2 is serving as the Lead Engineer for this exciting project.
THE CHALLENGE
A county supervisor requested a commitment from us to limit the number of garage spaces considered as parking spaces for the project. However, this request came at a crucial juncture as the proffers for the project were already in the final stages of review by the county attorney. This situation added complexity to our task as any changes made at this stage could potentially impact the approval process and the overall viability of the project.
THE SOLUTION
To respond to the supervisor's request and demonstrate our commitment, we took proactive steps to address any concerns or requirements raised during the project review process. We discussed parking ratios and incorporated a note to reduce the number of garage parking spaces counted to meet requirements on the Concept Development Plan (CDP). By including the parking restriction note, we aligned with the supervisor's wishes and ensured that the project exceeded the county's zoning requirements.
