PLANNING PUBLIC AMENITIES TO BENEFIT A COUNTY AND ITS RESIDENTS
THE CHALLENGE
J2 provided the master plan drawing in less than one month to meet the County’s land purchase timeline from a private owner. The master plan was critical for the County to justify the expenditure for public funds used for the purchase and was a mandatory exhibit for the land transaction closing.
THE SOLUTION
J2 delivered the master plan drawing on time to the County. Base information was compiled and multiple iterations were distributed for review and comment during a 28-day sprint.
In 2022, Loudoun County purchased 134 acres of the former Westpark Golf Course that was located along Country Club Drive in Leesburg, VA. The county-owned land has been placed into a conservation easement to preserve the natural landscape.
J2 prepared a master plan to convert the former golf course into an environmentally themed passive park with potential amenities consisting of walking trails, picnic pavilions, disc golf, and an off-leash canine area.
The plan incorporates meandering bike trails through proposed constructed wetlands, stream restoration areas, and other SWM facilities to create an associated credit-nutrient bank to support jurisdictional environmental mitigations and satisfy Loudoun County’s MS4 permit TMDL requirements.
