Construction is underway on the Atlantic Boulevard Apartments – Loudoun County’s newest attainable residential community. This project addresses the critical need for affordable housing while creating a walkable, connected neighborhood near major employment centers, retail, and recreational amenities.
J2 supported Good Housing and Green Street Housing by providing civil engineering and infrastructure design for this ±3.13-acre infill development. Key contributions included:
Rezoning & Planning Support: Converting the site to R-24 Multifamily Residential to accommodate 80 affordable units
Stormwater & Detention Design: Replacing an existing VDOT dry detention basin with an underground storage facility that meets enhanced water quality and quantity standards
Utility Coordination: Extending sanitary sewer across Atlantic Boulevard within easements held by the Loudoun County Sanitation Authority (LCSA)
Pedestrian Connectivity: Designing ADA-accessible paths and link sidewalks connecting residents to Warp Drive, nearby trails, and the surrounding community

Why This Project Matters
Affordable housing requires careful planning to integrate safely and sustainably into established neighborhoods. By approaching this site as a strategic infill opportunity, our team optimized existing infrastructure, enhanced pedestrian connectivity, and delivered a sustainable, accessible, and vibrant residential environment.
The development will serve households earning up to 60% of the Area Median Income (AMI), aligning with Loudoun County’s comprehensive housing goals while supporting the workforce pipeline near major employers.
This project also highlights the value of fast-track approvals and collaborative planning. From initial zoning to construction start, the team worked closely with VDOT, Loudoun County, the developer, and funding partners to streamline approvals, allowing construction to begin in just 18 months.

Construction Progress & Impact
Construction is progressing steadily, transforming the site into a lively community with 100% attainable housing units. The project will feature active and passive recreation areas, fitness and community spaces, and incorporate green building practices and sustainable design features. With a diverse mix of unit sizes, the development is designed to meet the needs of Millennials, Generation Z, and older adults seeking to downsize, creating a vibrant, inclusive neighborhood for a range of residents.
