Atlantic Boulevard Apartments: Delivering Attainable Housing in Loudoun County

Atlantic Boulevard Apartments brings 80 attainable housing units to Loudoun County, helping address the need for affordable housing while creating a walkable, connected community near major employment centers, retail, and recreational amenities.

J2 supported Good Housing and Green Street Housing by providing civil engineering and infrastructure design for this ±3.13-acre infill development. Key contributions included:

• Rezoning & Planning Support: Converting the site to R-24 Multifamily Residential to accommodate 80 affordable units

• Stormwater & Detention Design: Replacing an existing VDOT dry detention basin with an underground storage facility that meets enhanced water quality and quantity standards

• Utility Coordination: Extending sanitary sewer across Atlantic Boulevard within easements held by the Loudoun County Sanitation Authority (LCSA)

• Pedestrian Connectivity: Designing ADA-accessible paths and link sidewalks connecting residents to Warp Drive, nearby trails, and the surrounding community

VDOT was a key partner from day one – working with the developer to transition stormwater management from an extended detention dry pond to an underground detention facility, combining private stormwater with public roadway runoff on land originally sold by VDOT.

Why This Project Matters

Affordable housing requires careful planning to integrate safely and sustainably into established neighborhoods. By approaching this site as a strategic infill opportunity, our team optimized existing infrastructure, enhanced pedestrian connectivity, and delivered a sustainable, accessible, and vibrant residential environment.

Of the 80 units, 75 will serve residents earning up to 60% of the Area Median Income (AMI), while 5 will serve residents earning up to 50% of AMI, helping expand attainable housing options in Loudoun County and support the workforce near major employment centers.

This project also highlights the value of fast-track approvals and collaborative planning. From initial zoning to construction start, the team worked closely with VDOT, Loudoun County, the developer, and funding partners to streamline approvals, allowing construction to begin in just 18 months.

From Plans to Community

The grand opening of Atlantic Boulevard Apartments marks an exciting milestone for a project that began with a challenging infill site and a shared goal of bringing more attainable housing to Loudoun County.

With construction complete, the development now provides 80 attainable housing units along with active and passive recreation areas, fitness and community spaces, pedestrian connections, and sustainable design features that support a connected living environment.

For J2, seeing the finished community brings the project full circle, from navigating zoning, stormwater, utilities, and infrastructure challenges to seeing those solutions take shape and serve the community.
