Continuing a Decade of Partnership: J2 Selected for Loudoun County Site Civil and Parks Design Contract

November 2025 – J2 has been selected by the Loudoun County Department of Transportation and Capital Infrastructure for a new public-sector contract to provide Task Order Site Civil and Parks Design Services on an as-needed basis. This award represents a continuation of J2’s role on this contract, which we have supported since 2015.
J2 will support a wide range of projects as part of the County’s Capital Improvement Program (CIP), which focuses on maintaining, enhancing, and expanding public facilities and infrastructure. From parks and recreational amenities to public safety facilities, these projects play a vital role in serving Loudoun County’s growing community.
The scope of services includes comprehensive site civil engineering and design support, such as site planning and layout, utility design, stormwater management, roadway and transportation design, and environmental and regulatory coordination. The contract also encompasses parks and recreation design, including trails, athletic fields, and public spaces, along with supporting services such as feasibility studies, permitting, construction documentation, and construction phase support.
