J2 Co-Founder Jim Bishoff Transitions to Advisory Role Following Retirement from Full-Time Employment

After more than 40 years in the engineering industry and nearly two decades helping shape J2, co-founder Jim Bishoff retired from full-time employment on April 30, 2026. He will transition to a part-time role as Senior Advisor and subject-matter expert, continuing to support the firm’s technical and executive teams.

Bishoff co-founded J2 with a vision to build a different kind of engineering firm – one grounded in strong relationships, intentional mentorship, and a people-first culture. That vision remains a defining part of the firm today. Growing up near the Ohio River, he developed a fascination with bridges and infrastructure, an interest that evolved into a distinguished career in transportation engineering and ultimately led to the founding of J2.
Over the course of his career, Bishoff supported a wide range of public and private transportation projects from South Carolina to Delaware, bringing deep technical expertise and trusted guidance to clients and teams alike. His experience spans the design and management of projects ranging from secondary roads to interstate highways, as well as park and ride facilities, utilities, rail, structures, and aviation infrastructure.
He previously served as an Assistant District Location and Design Engineer with VDOT in Northern Virginia, developing a strong understanding of state requirements and standards, which he later applied across a multitude of VDOT projects. Throughout his career, he also partnered with localities across Virginia and West Virginia, leading teams in delivering transportation studies and designs that improved roadway safety, enhanced pedestrian accessibility, and supported evolving community infrastructure needs.
Jim has been known not only for his technical expertise but also for his integrity, generosity, and ability to bring people together. He has played a key role in mentoring staff, strengthening client partnerships, and building connections across the industry and community, including his involvement in initiatives such as Network Nine, the annual Virginia Tech Land Development Design Industry (LDDI) Charity Golf Tournament, and regional fundraising efforts.

As part of a planned and gradual transition, Bishoff has spent the past year working closely with internal teams and clients to ensure continuity across projects and relationships. In his role as Senior Advisor, he will remain involved with select initiatives, providing mentorship and strategic support where his experience can be most impactful.
While stepping back from day-to-day responsibilities, he looks forward to spending more time traveling, golfing, and with his family.
