Supporting Essential Utility Infrastructure: J2 Selected for Loudoun Water Civil Engineering BOA

October 2025 – J2 has been selected by Loudoun Water for a Civil Engineering, Surveying, and Related Services Basic Ordering Agreement (BOA) to provide professional services on an as-needed basis. This award continues J2’s role in supporting Loudoun Water under this contract, building on our experience delivering services across previous contract cycles since 2015.

Through this BOA, J2 will support a variety of projects focused on maintaining, upgrading, and expanding Loudoun Water’s infrastructure system. These efforts include planning, design, and construction-phase services that support water, wastewater, and reclaimed water facilities serving Loudoun County’s growing population.

The scope of services includes a broad range of civil engineering and surveying support, such as land surveying, site design and grading, utility design for water and sewer systems, stormwater management, environmental permitting, and construction administration. Additional services may include feasibility and due diligence studies, pipeline alignment and rehabilitation design, easement and land planning support, and coordination with local, state, and regional agencies.
